State of Ohio Biennial Budget for SFY 2010 & 2011 Governor Ted Strickland's administration unveiled the biennium budget numbers for State Fiscal Years 2010 and 2011 on Monday, February 2nd. The budget bill itself, which contains both funding levels and policy changes, has yet to be introduced. Funding for mental health contained a surprising amount of the heavily anticipated but yet to be appropriated one-time federal stimulus dollars, $100 million per year, in order to fund mental health at a level that would almost return it to previous biennium levels. On the alcohol and drug addiction side, the governor proposes using approximately $6.5 million per year of federal stimulus dollars to bring the total state ODADAS funding to about $40 million per year, close to where the agency was budgeted last biennium and about $1.9 million ahead of where they ended up after the cuts this fiscal year.
